３.１１第二回追悼祈祷会・・・南三陸クリスチャンセンター

あれから２年たちました。まだまだ、被災者の痛みは続いております。地の癒し、コミニティーの癒し、被災者たちの癒しのためにあって、共に祈りましょう。

 イザヤ５８ネットは３月１１日（月）～１３日（水）＜雪による道路事情で１４日に伸びる可能性あり＞に、石巻支援物資を運びます。また埼玉県本庄市のチャリティーイベント（３月１６日開催予定）で地元のボランティア・グループの「アドナイ・イルエ」のチャリティー販売に協力して南三陸町水戸辺仮設の方々が制作している繭玉（まゆだま）の工芸品を提供するため、支援購入のために水戸辺を訪問します。

 2013 is beginning and soon March 11 (3/11) will arrive and it will be two years since the disaster came upon NE Japan. I am hoping that with your support the work of the Isaiah 58 Network will this year come alongside the victims to encourage through works of Christ’s people.

 It will become very important for us to cooperate with local relief groups in order to proceed in support efforts. We are closely allied with the SBS (Sendai Baptist Seminary’s Relief Network), with the Seikyodan’s West Sendai Church group which will be referred to as the “Minami Sanriku Christians Support Network” in the rest of the article, with Ishinomaki House of Prayer’s Relief Network, with missionary Benson’s group of the  LBIM  Relief in Ishinomaki, with the Zao Baptist Church’s relief efforts in Higashi Matsushima, and with the Food Bank relief work in Ishinomaki and Onnagawa cities by the Seikyodan Kiyose Christ Church of Tokyo. Again, Isaiah 58 is an Affiliate member of the Minami Sanriku Christian Support Network.

In the disaster area government efforts appear to be focused on housing.

 However, the connection between the victims and government agencies is not easily accessed and it is thought that the road to restoring lifestyles will be a long one.

 

 Last year on Dec. 28, Isaiah 58 was approached by the leaders of the Minami Sanriku Christian Support Network and they requested that we join in establishing a Core Group to be a nucleus for bringing a unity among Christian groups for common best practices for ministry and relief work in the area from this point onward. We were involved in the discussions for how to bring this Core Group into being.

 Let me speak to why it has become necessary for this kind of Core Group to come about. In the Minami Sanriku town area Christian relief work has had a powerful impact in the whole area. For example, World Vision and Food for the Hungry supported the restoration of the Food Kitchen to supply lunches to elementary schools in the area. Groups like the Salvation Army has been provided assistance to the Fisherman’s Coop to get new boats, construction of temporary buildings for shops in the temporary housing areas and such. As a result of these efforts, local community leaders set aside land to build a “Minami Sanriku Christian Center” at their request. Many of the locals are saying that they have been greatly helped by Christ because of the labors of so many Christian church relief groups. There have been some “seekers” amongst those people. However, some groups that came to help with relief efforts began to very quickly move into actions that intentionally sought to result in numbers of evangelist conversions as their priority. From that, there came some claims again the Christian Center.

In order to avoid this kind of worthless confusion, we came to a unity of thought regarding the need to have a long view of mission and relief that focuses on restoring the ommunity that has been crushed by this disaster by coming alongside the people to be with them. Isaiah 58 was ablished upon this view and we will cooperate with others in ministry through these support efforts.

 It was agreed to begin this Core Group work with the name “Witnessing for Christ through Good Works 21” (to be known as YSP21). This ministry will go forth through the work of the Minami Sanriku Christian Support Network.

 

What is a “Sen-sho”?

 When we think of doing Missions and Relief work in a disaster area, a critical theme is the importance of doing support actions through building relationships.

 We can not just give aid from the edges, but we must get in and come alongside the people by showing concern to their emotional well being. “Coming alongside” means sharing their feelings, all must work to understand them well and to build up their moral well being.

 We need to wait for relationships to broaden as Christians continue to do biblical good works through their patient attitudes, words, and practical works.

 One of the things we have learned while meeting with disaster victims during the disaster support work is that evangelist outreach which ignores the relationships these people amongst themselves hides the strong possibility that those built up relationships (between Christians providing relief and between victims and their families) will likely become bankrupted, or destroyed. The one thing we on the support providing side must avoid is making a package that ties support efforts to their response to evangelism.

 Avoiding this kind of misunderstanding and fallacy, while also avoiding the use of terms like “missions” and “evangelism”, we keep in mind the necessity of an approach which allows the Gospel of Christ to penetrate not only the hearts of individuals, but also the local ommunities/societies, understanding and respecting them without denigrating them so that mutual understanding and respect can underlie our relationships with them.

 It is with this understanding that we will express in clearly in word “testimony” and also through our way of life as a follower of Christ so that they may have a clear understanding of the Gospel.

 

GIVING TESTIMONY SO THAT NEW RESTORATION CAN COME TO THE HOLLOWED OUT LOCAL COMMUNITY STRUCTURE

 

 I will share an email that comes to us from a Young woman who is a disaster victim and member of a local relief group in Minami Sanriku Town. In this email she speaks of the anxiety that many feel about the destruction of the local community in the name of rebuilding the disaster area. (She has given her permission to share this)

I am writing about the situation of moving our temporary housing to higher ground. There are only 12 units in our small complex. Around us are also 8 homes of the original settlement left. I have worked hard with the district leader of this district to somehow keep these families in the same area while increasing our population. The location of the higher ground is nearby. It has been hoped that in that place those who wish to build single family homes and those who want to live in public housing would be able to live together. There are less than two who chose the public housing option but could they be close? The nearby higher ground looks right next to our area on a map, but it is actually 20 meters higher in elevation and the bureaucrats are inspired that people will move there. They say that they will do something to connect the areas and won’t that be okay? However, it is 20 meters in elevation; what will they do? Build a road just for walkers? Stairway? Can the elderly use such things? Can they go back and forth very day? Will that enable our small numbers to come together and work for community? How can we not feel like we have been abandoned?

We desire to maintain contact with the old settlement through any and all proposals. But with the remaining 8 homes, 10 more on higher ground and then those into distant public housing how can we not feel like we are being separated far from each other? Just 10 homes on higher ground location? What is this? Some kind of isolated island on the continent? The present residents true feelings are that we do not have any expectation of seeing anything like the bright hope we had about rebuilding our homes in a new location. I am wondering if there isn’t some way for us to hold on to more hope than this.

 I am sharing this with you since next month we will enter into more detailed discussions with the bureaucrats about moving to higher ground. We are seriously thinking about how we can bring about the movement of the Minami Sanriku Town, Shizugawa District’s move to higher ground in line with the hopes and dreams of its residents. If we don’t align the ideas that came from there “Community Vision Panel” meetings, then they will just be efforts of empty words. Can’t the bureaucrats do more than respond with phrases like “we don’t have the budget, or there is not enough time, etc?” Can’t they proceed with even a little cooperation and consideration for local cooperation? This is what we are hoping for. We are the survivors of the previous community and if we don’t hang in here, then there will be no stopping the flow of people into surrounding towns and cities.
 

This has been a long report about recent conditions, but I needed you to know about the situation in disaster area of Minami Sanriku Town.

 We are just a small support group. However, we need to turn our ears to the pain of people like this in order to stand up a witness for Christ in these areas where we are cooperating with other support groups who share the same understanding of “testimony”. To “draw close” means that we be faithful in doing small things and we also believe this is the biblical way to interact with them. We think that our support efforts begin with those victims who are fearful of losing what remains of the local home community they love so much.

２０１３年のスタート

　２０１３年がスタートして、もうすぐ３月１１日がきます。震災からもうすぐ２年になります。私たちイザヤ５８ネットの支援活動も、皆様の支えによって今年も被災者たちに寄り添うよきキリスト者のわざに励みたいと思います。

　支援活動に関わる中で、現地の支援グループとの連携はこれからも大事になってきます。

私たちが密接に連携している支援グループは仙台SBS（仙台バプテスト神学校の支援ネット）、聖協団西仙台教会グループなどの「南三陸町を支えるキリスト者ネットワーク（以下、南三陸支援ネットと表します）の支援グループ、また仙台SBSと連携している石巻祈りの家支援グループ、ルーテル同胞宣教師ベンソン師グループ、東松島での支援活動をしている蔵王バプテスト教会、石巻、女川でのフードバンク支援活動をしている聖協団清瀬キリスト教会（東京）です。また南三陸支援ネットにも加盟しております。

　被災地域では、行政では復興住宅の検討などがなされているようですが、現実は行政と被災者たちとの溝が深く、また生活の再建への道のりは大変と思われます。

　昨年、１２月２８日に「南三陸支援ネット」の世話人会から、南三陸町の支援活動に当初から関わっている私たちイザヤ５８ネットに、今後の「支援と宣教」の核となる南三陸支援ネットワークを包括し、支援と宣教のあり方を共通の理念で地域に浸透させていくためのコア・グループの形成に加わって欲しいと要請があり、今後の南三陸町での支援と宣教のあり方について、理念の共有と連携の核となるコア・グループの結成について話し合われました。

　なぜそのようなコア・グループの結成が必要なのかといいますと、南三陸町でのキリスト教会の支援は、ある意味地域に大きなインパクトを与えることとなりました。たとえば、被災地の小学校のために給食センターの再建にワールドビジョンや飢餓対策などが支援し、また漁業組合に漁船の支援、仮設商店街の建設支援に救世軍などが支援に関わっています。そのような活動を見て、地元の方（未信者）から支援センターをキリスト教会関係で造って欲しいと必要な土地の提供を受けて、「南三陸クリスチャンセンター」を設置することができました。地域では私たちキリスト教会の支援グループの活動により「キリストさんに助けられた」と呼ばれるようになりました。求道者も与えられてきましたが、その中で途中から支援活動を始めたグループなどが、早急な伝道の結果を求める活動も出てきて、クリスチャンセンターにクレームもくることがあります。

　そのような無用な混乱を避け、震災で崩れたコミュニティーの再建に関わることを通して被災者たちに寄り添った息の長い宣教と支援をすることに考えが一致しました。

イザヤ５８はこの考えに基づいて、今後の支援活動を通して協力することにしました。

このコア・グループの働きを「キリスト者のよきわざを通して宣証するプロジェクト２１」（略してYSP21）という名称でスタートします。この働きのもとに南三陸支援ネットワークを束ねていくことになります。

「宣証」とは何か

　被災地での支援と宣教を考える時、支援活動で大切なことは“関係を築く”ことが大事なテーマとなります。そして上辺だけの支援ではなく、被災者たちの気持ちにいかに寄り添うかというこということになります。“寄り添う”働きとは共感することであり、相手を正しく理解することでその人の徳を立てることです。私たちキリスト者のさりげない態度、言葉、具体的行動を通して聖書的な働き（よきわざ）を継続することによって関係が広がりを持ちます。

　震災の支援活動で被災者たちと接して行く中で私たちが学んだ一つのことは被災者の方々との関係性を無視した伝道の行為が往々にして築き上げた関係（支援するキリスト者と被災者、被災者と被災者同士またはその家族）の破綻をもたらす可能性を秘めていることです。私たち支援の側でしてはいけないことは「支援」と「福音」を取引のようにしてしまうことです。

　そのような誤解と誤謬を避け、「宣教」や「伝道」という言葉をあえて避けながらキリストの福音が、相手の心に浸透していく、また個人だけではなく、地域文化に否定的な姿勢ではなく理解と尊重の中で対話を進めていく中で、キリスト教的文化、共同体の理解を地域に浸透させていくアプローチをしていく必要を覚えます。そのような意味で、私たちキリスト者の生き方、姿勢を通して福音理解を広げていくという明確な目的を「宣証」という言葉に表していきます。

「空洞化していく地域共同体の新しい再建に寄与するために宣証していく」

　南三陸町の被災者であり、地元の支援グループのUさんという女性から支援関係者に届いたもので、被災地域の復興の名目の中で、地域コミュニティーが崩れていく不安を記したメールを紹介します。（同意を得ております）。　

 

私の住む仮設住宅の高台移転の件についてです。１２件しかない小さな仮設住宅です。その周りには残った集落が８件。高台移転後も残された集落と一緒の行政区として何とか住民を増やして頑張って行こうとその地区の区長さんとともに頑張って参りました。移転先は仮設住宅の傍の高台です。そこには一戸建て希望者と災害公営住宅希望者みんなが住むことを希望していました。災害公営希望者が２件ほど足らずにその方々は近くの？隣の高台（地図上では本当に隣。だけど高低差約２０ｍ）のところへ行くようにと行政に促され同じ高台には住むことが出来なくなってしまいました。「行政側は隣なのだから取り付け道路も作ってあげるから問題はないのでは？」と言います。でもね、高低差２０ｍ。人だけが通れる道路って？階段ですか？そんなところ高齢者が利用できるのでしょうか？毎日行ったり来たりするのでしょうか？その災害公営住宅が出来るエリアは他の移住者も数百名おります。一部の住民だけ私達の住む小さな行政区と一緒になるということなのですが・・・どうなのでしょうか？何だか切り離された気がしてなりません。旧集落との連絡も私たちが希望するルートではなくて・・・旧集落８件、高台移転組十数件、災害公営住宅組十数件、分散した形になり理想とするコミュニティーの形とは程遠いものとなってしまいました。十数件だけの高台移転なんて・・・何だか陸の孤島？せっかくの高台移転も明るい兆しも何も見えなくなってしまい魅力を感じることは出来ないのが現在の住民の正直な感想です。そこへ移住したら終の棲家となることは確実です。もっともっと明るい希望を抱けるような形にならないものか？と思っています。

 来月から高台移転を希望する住民と行政との具体的な話し合いが持てるのですが・・・この現状を皆さんに知っていただきたいと思いました。

 合わせて南三陸町の志津川地区の高台移転も住民が希望を持てるような形に出来ないものか？と私達は真剣に考えています。「町づくり協議会」から出た住民の希望を少しでも実現できるようにしなければ「町づくり協議会」とは名ばかりのものとなります。なかなか行政側は「予算が無いとか時間が無い」とかそんな否定的な返答しかないのですが・・・でも何とかどこかで協力しあって事業を進められるような形が出来ればと思っています。残った住民がここで頑張らないと他市町村への人口の流出が止まりません。

 長々と近況を報告しましたが被災地の、南三陸町の現状を是非知ってください

 

　私たちは、小さな支援グループです。宣証の理念を共有する支援グループが連携し地域にキリストの証が立てられるために、このような方々の心の痛みに耳を傾けていき、小さな手のわざを忠実にしていくことが「寄り添う」ことであり、聖書的な対話であると信じます。そこから、愛する故郷の地域コミュニティーが分断されてしまう不安を持つ被災者たちに対する支援が始まるのではないかと思います。！
